Human Resources Assistant

Schedule:
This is a full time position working 40 hours a week.  All library Administrative Office staff may be required to work evenings, Saturdays and Sundays throughout the year as a part of the normal work schedule.

Job Summary:
  • Processes human resources transactions, including but not limited to, new hires, merit increments, performance evaluations, promotions and transfers
  • Maintains electronic records for active and inactive employees
  • Creates and runs various personnel, salary and other requested reports from human resources databases for Human Resources, Fiscal Services and other departments
  • Coordinates post-offer background, physical and drug screenings
  • Creates and monitors security badges for entry into library buildings and work rooms
  • Processes bi-weekly timesheets for the Human Resources staff
  • Communicates performance evaluation due dates for staff to supervisors and managers and processes approved merit increases for staff
  • Plans and coordinates annual service award program
  • Prepares Worker's Compensation reports for submission to the Baltimore County Insurance Division and Safety Office
  • Creates and posts vacancy requisitions within the online recruiting tool
  • Tracks and updates records for Continuing Education Units within the online training tool
  • Provides ongoing office support by responding to questions from staff and public, preparing routine correspondence, first point of contact in the Human Resources Department and/or building and preforming a variety of other support duties
  • Process requests for diversity kit distribution
  • Acts as backup security coordinator in troubleshooting access problems with technology systems
  • Acts as a liaison to the Office of Information Technology for troubleshooting technology software updates and testing

Job Requirements:
  • Graduation from high school or high school equivalency; college degree desirable
  • Knowledge of human resources operations normally acquired through four (4) years of progressively increasing responsibility and work experience in a human resources environment
  • Minimum of two (2) years of customer service experience, preferably in an office environment
  • Must be able to lift up to 25 lbs. and push/pull a wheeled cart weighing up to 100 lbs.
  • Must be able to bend, kneel, crouch and stretch for up to five (5) minutes at a time
  • Must be able to sit for extended periods of time 
  • Must be able to use computer for extended periods of time
