Job Summary:
  • Under the general direction of the Fiscal Services Manager, analyzes budgets and expenses, ensuring that financial information is recorded accurately, and that all accounting functions meet auditing requirements.

  • Prepares bank reconciliations, reviews payroll and vendor master file changes, and reviews payroll and accounts payable disbursement registers.

  • Assists in the compilation and preparation of the annual fiscal operating budget for the Library.

  • Oversees operating and capital funding draw down requests.

  • Reconciles capital budget allocations and cash draw downs.

  • Oversees grant funding draw down requests.

  • Assists in the preparation of annual and final reports for grants received.

  • Assists in the preparation and distribution of 1099s, W-2s, 941s, 940s and other filings.

  • Reviews and approves the creation of new general ledger accounts.

  • Prepares monthly, quarterly and annual closing fiscal reports.

  • Meets with department managers and coordinators to discuss actual vs. budget performance.

  • Assists with the reconciliation of the Branch Gift Fund accounts.

  • Assists management in identifying and evaluating new sources of revenue and cost-saving opportunities.

  • Assists independent auditors in preparation of the annual audit.

  • Actively supports the mission and values of Baltimore County Public Library.

  • Performs additional related duties in order to meet the needs of the department and library system.

Job Requirements:
  • Bachelor’s degree from an accredited institution in Accounting or Finance and three years of experience performing financial analysis and accounting duties. 

  • Experience using Microsoft Suite applications with advanced proficiency using Excel and accounting software.

  • A commitment to excellent customer service and the ability to work with people of diverse backgrounds.

  • Possesses strong verbal and written communication skills and a commitment to effective teamwork.

  • Demonstrates initiative and effective problem solving skills.

  • Must pass post offer drug/physical and criminal background screening.
