Schedule:
This is a full time position working 40 hours a week. All library administrative staff may be required to work evenings, Saturdays, and Sundays throughout the year as part of the normal work schedule.


Job Summary:

Under the general direction of the Financial Analyst, prepares, processes, distributes and oversees all aspects of library payroll operations. Maintains payroll database and tax records for preparation of IRS W2 statements; prepares and submits all required tax withholdings and payments to respective agencies; develops and maintains payroll controls and budget reports for monthly, quarterly, and year-end close. Acts as fiscal contact person with Baltimore County Insurance Administration and health plan agencies, reconciles and remits payment to these agencies. Communicates with departments and branches of the library, various county offices, including the Office of Information and Technology, Payroll, Retirement, Maryland State Retirement Agency and all outside vendors as needed.

  • Maintains the library's automated payroll files
  • Coordinates and processes bi-weekly payroll processing
  • Reviews, organizes and reconciles employee requests for changes in payroll deductions
  • Manages the processing of attendance transactions for staff
  • Responds to inquires from employees about payroll issues
  • Prepares and calculates payroll liabilities using Microsoft Excel Spreadsheets
  • Develops and maintains Fiscal Year budget worksheets for payroll for budgetary and personnel analysis
  • Reconciles all health and life insurance plans
  • Updates and maintains W2 tax controls for quarterly and year and reconciliation
  • Performs electronic quarterly and year end Federal and State filings
  • Performs other related duties in support of payroll and general accounting functions
  • Maintains regular contact with various offices of the Baltimore County Government including Office of Information and Technology, Employees Retirement System and the Insurance Division regarding payroll related programming, schedules, benefit reconciliation and questions
  • Maintains flexibility, good judgement and confidentiality
  • Must be able to meet scheduling requirements by arriving to work on time and staying until the end of one's shift
  • Must be able to work evenings and weekends and be flexible with one's work schedule to meet daily operational requirements
  • Must have access to transportation, as needed, to fulfill the responsibility of the position (including meetings, events and activities at other branch locations or offsite)
  • Other duties as assigned

Job Requirements:
  • High School Diploma or equivalency; Associate's degree preferred
  • Minimum one (1) year of office experience, payroll experience preferred
  • One (1) years of related payroll experience
  • In-depth knowledge of payroll rules and regulations and basic understanding of accounting principles and terminology
  • Computer skills demonstrated through the proficient use of Microsoft applications
  • Must be able to lift up to 25 lbs. and push/pull a wheeled cart weighing up to 100 lbs.
  • Must be able to read small print
  • Must be able to sit for extended periods of time
  • Must be able to use computer for extended periods of time
