Schedule:
This is a full time position working 40 hours a week.  All library administrative staff may be required to work evenings, Saturdays, and Sundays throughout the year as part of the normal work schedule.

Job Summary:
Under the direction of the Human Resources Director the Human Resources Business Partner (HRBP) acts as a strategic partner to designated business units, aligning HR initiatives with organizational goals. This role is responsible for providing expert HR guidance, driving workforce strategies, and ensuring a high-performance culture within the organization. This role is also responsible for collaborating closely with business leaders to align HR initiatives, they will provide advice and counsel on employee relations, labor relations, talent management and development, performance management and HR related compliance matters.   

Essential Functions

Strategic Partnership:
 

    • Collaborate with business leaders to develop and implement HR strategies that support organizational objectives 
    • Serve as a trusted advisor on workforce planning, talent management, and organizational design.  

 

Employee Relation 

    • Manage complex employee relations issues and provide conflict resolution support.
    • Ensure compliance with labor laws and company policies, addressing workplace concerns promptly and effectively
    • Provides direction and consultation to leadership with people management issues including retention/engagement; rewards programs; compensation/incentives; coaching; dealing with unsatisfactory performance; development of growth plans; problem solving; and disciplinary actions up to and including terminations.
    • Responds to and investigates employee concerns regarding policy interpretation and application, allegations of discrimination/harassment, and disputes regarding disciplinary actions and terminations.
    • Prepares reports based on findings of investigations and maintains all pertinent documents/data.
    • Partners with labor relations officer to respond to grievances and union contract interpretation inquiries.
    • Develop, implement, and execute retention and employee satisfaction strategies.

Performance Management 

    • Partner with leaders to drive performance management initiatives, including goal setting, coaching, and feedback.

Talent Acquisition and Retention 

    • Oversee see and manage full-life cycle of acquiring talent.
    • Implement strategies to enhance employee engagement and reduce turnover.

 

Change Management 

    • Lead and support change management initiatives to improve organizational effectiveness.

Training and Development 

    • Consult with business units to identify training and staff development needs. 
    • Support and partner in the implementation and or execution of all training and learning initiatives.

Job Requirements:
  •  
    • Bachelor's degree in Human Resources, Business Administration, or related field; a Master's degree of HR Certification (e.g., SHRM-CP, PHR) is a plus, five year's experience in HR with at least two years in a business partner or advisory role or HS diploma or equivalent with a minimum of 7 years' experience and HR certification.
    • Experience in Union Environment.
    • Strong project management skills.
    • Must have working knowledge of the HR fundamentals: talent acquisition, employee/labor relations, performance management, diversity and inclusion, compensation and learning and development.
    • Proficient with LMS, HRIS and ATS systems
    • Must have Microsoft Office knowledge and experience.
    • Strong communication, interpersonal and organizational skills, a proven ability to work independently in managing multiple projects and excellent consulting and customer service skills.

We have a 14 step pay scale. Internal applicants starting pay varies based on their current step on the salary scale. We also offer, as appropriate, overtime pay, comp. time, and differential pay.
