Schedule:
This is a full time position working 40 hours a week.  All library administrative staff may be required to work evenings, Saturdays and Sundays throughout the year as part of the normal work schedule.

Job Summary

Under the general direction of the Director of Human Resources, the HRBP-Compensation and Benefits, will be responsible for analyzing, researching, benchmarking and recommending adjustments to employee compensation structures to ensure fair pay practices aligned with BCPL’s goals, market trends and compliance. This role will be responsible for conducting job evaluations, completion of salary surveys and the development of compensation and workforce planning reports. This role will also administer BCPL’s benefits programs to include ensuring adherence to applicable federal and state regulations regarding benefits, including COBRA, HIPAA, and ERISA.  Vendor management will also be a key function of this role. A variety of human resources functions are performed within the organization. Researches and implements position classification, pay structure, and longevity steps.

Compensation Strategy Development

  • Evaluate, design and maintain salary structures, including bands, paygrades ensuring internal equity and alignment with BCPL's philosophy
  • Evaluate job descriptions and their respective duties in order to determine job classification: exempt or non-exempt status and appropriate salary range
  • Research various positions against the market-based compensation surveys and market trends to determine competitive pay internally and externally
  • Design and prepare ad hoc compensation and budget related reports
  • Provide advice on the resolution of classification and salary complaints
  • Ensure that compensation practices are in compliance with current legislation
  • Develop and implement best practices for compensation policies including transfers, promotions, and demotions
  • Carry out analytical assignments involving the development, implementation, and administration of compensation programs
  • Provide HR consultation, guidance and interpretation on restructuring, workforce planning and succession planning
  • Partner with HR and Finance to forecast and develop compensation budget: this will include management of HR budget

Benefits Administration

  • Administers employee benefits by overseeing health insurance, retirement plans, life insurance and other benefit programs to include: the management of enrollment and communications
  • Oversee open enrollment, employee benefit assistance and training and education of benefits
  • Collaborate with Finance and vendors to ensure timely reconciliation of new hire and terminations for billing purposes
  • Oversee and manage all leave programs in collaboration with HRBP

Human Resources Business Partner

  • Maintain compliance across all HR functions
  • Partner and collaborate with key business partners to align HR initiatives by providing advice on workforce planning, employee relations, performance management, compliance, and talent management
  • Ensure company compliance with federal and state laws, including reporting requirements
  • Develop and maintain standard operating procedures and documentation related to human resources, compensation and benefits
  • Maintain professional growth and development through seminars, workshops, professional affiliations and other means to keep abreast of changes to local, state and federal regulations
  • Other duties as assigned

Job Requirements:

Minimum Requirements

  • Bachelor's degree in human resources or related field from an accredited institution; 
  • A minimum of 2 years experience in total rewards or compensation experience (or 4 years of HR Business Partner experience with 2 years experience in compensation) and 2 years of Benefit administration experience
  • CCP/HR related certification is a plus
  • Experience in Union Environment
  • Strong project management skills
  • Must have working knowledge of the HR fundamentals: talent acquisition, employee/labor relations, performance management, diversity and inclusion, compensation and learning and development.
  • Proficient with LMS, HRIS and ATS systems
  • Must have Microsoft Office knowledge and experience.
  • Strong communication, interpersonal and organizational skills, proven ability to work independently in managing multiple projects and excellent consulting and customer service skills
Physical Requirements
  • Must be able to lift up to 25 lbs. and push/pull a wheeled cart weighing up to 185 lbs.
  • Must be able to use computer for extended periods of time
  • Must be able to sit for extended periods of time

We have a 14 step pay scale. Internal applicants starting pay varies based on their current step on the salary scale. We also offer, as appropriate, overtime pay, comp. time, and differential pay.

The Library offers an excellent benefits package that includes pay holidays, 20 vacation days, 15 sick days, and seven personal days per year.
