Senior Manager of Partnerships & Public Programs

Schedule:
This is a full time position working 40 hours a week.  All library administrative staff may be required to work evenings, Saturdays, and Sundays throughout the year as part of the normal work schedule.

Job Summary:

Under the direction of the Chief External Affairs Officer (CEAO), the Senior Manager of Partnerships & Public Programs leads community partnership initiatives and oversees public programs that address community needs.  This role collaborates with the CEAO, department heads and branch managers to develop, implement and evaluate high-quality, customer-driven library programs and services across the system.  Manages the Adult and Community Engagement (ACE) and Youth and Family Engagement (YFE) departments.

Core Competencies and Key Responsibilities

1.  Strategic Leadership

  • Oversee ACE and YFE Managers, including hiring, training and supervision; holds ACE and YFE managers accountable to performance expectations.
  • Guide the development, coordination and implementation of departmental goals, strategies and work plans.
  • Utilize data analytics and community demographics to assess community needs, evaluate program performance and community impact, and identify opportunities for improvement.
  • Ensure quality service delivery, customer satisfaction, and compliance with policies and procedures.
  • Collaborate with Human Resources to support personnel training, development and performance within ACE and YFE departments.
  • Foster teamwork, collaboration and resource sharing across departments and branches.
  • Provide analysis, consultation and recommendations to administration from the perspective of community partnerships and public programming.

2.  Partnership Development

  • Identify, cultivate and maintain strategic partnerships with local government agencies, educational institutions, businesses and non-profit organizations to expand the library's reach and impact.
  • Serve as the primary liaison for partnership agreements, collaborative initiatives and outreach efforts.
  • Represent the library in community meetings, coalitions and public forums.

3.  Public Program Development

  • Lead the planning, coordination and evaluation of public programs system-wide, Including cultural, educational, civic and enrichment events for all age groups.
  • Ensure programming aligns with library goals, strategic initiatives and community needs.
  • Oversee annual program calendar and coordinate with library branches to ensure a balanced offering of events.

4.  Staff Support and Training

  • Provide guidance and support to library staff in program planning, implementation and evaluation.
  • Develop and lead staff training and best practices for programming and community engagement.
  • Work with marketing and communications teams to promote programs and partnerships effectively.

5.  Data and Evaluation

  • Monitor and assess program performance standardized data points, customer feedback and strategic impact metrics.
  • Prepare reports and presentations for leadership, funders and other key stakeholders.
  • Recommend improvements based on evidence and emerging trends.

6.  Budget and Resource Management

  • Develop and manage budgets related to programming and partnership initiatives.
  • Help identify funding opportunities and assist in writing proposals related to programs and outreach.
  • Manage vendor contracts in accordance with library policies.
  • Serves as clearinghouse for all partnership MOUs.
Performs additional related duties in order to meet the needs of the department, library and system.

Job Requirements:

Minimum Qualifications

  • Master's degree in Library Science, Education, Public Administration, Arts Management or a related field.
  • Minimum of 8 years of experience in public programming, partnership development or community engagement, preferably in a library, non-profit or educational setting.
  • Minimum of 5 years of supervisory experience and/or experience leading cross-functional teams.

Physical Requirements

  • Must be able to lift up to 25 lbs. and push/pull a wheeled cart weighing up to 100 lbs.
  • Must be able to bend, kneel, crouch and stretch for up to 5 minutes at a time.
  • Must be able to stand and/or walk for 2 hours at a time.
  • Must be able to sit for extended periods of time.
  • Ability to use a computer for extended periods of time.
  • Must be able to read small print.
  • Ability to concentrate on detailed tasks for 30 minutes at a time.
  • Must have access to reliable transportation to fulfill the responsibilities of the position, including meetings, events and activities offsite.

We have a 14 step pay scale. Internal applicants starting pay varies based on their current step on the salary scale. We also offer, as appropriate, overtime pay, comp. time, and differential pay.
